Edward Yen | President
Edward is the Assistant Executive Officer at the Executive Office of the Board of Supervisors, where he will oversee Technology, Planning, Legislation, the Assessment Appeals Board and Operations. This includes overseeing the Board operations. The Executive Office manages technology, staffing, procurement and facilities, as well as the publication of information for the LA County Board of Supervisors, various County depts and the public. The office also oversees the Office of Inspector General and other County commissions, such as the Sheriff’s Civilian Oversight Commission, Office of Child Protection, Commission on Disabilities, and the County Equity Oversight Panel.
Before joining the County work force, Edward was an attorney in private practice. In addition to working long hours, he enjoys playing basketball and anything USC. He even named his kids after the school, Scarlett and Caleb.

Truc Moore | Director of Public Relations
Truc is a Principal Deputy County Counsel. She is an 18 year practicing attorney, and has been employed with the County for the last 14 years. She advises the County on information technology, intellectual property, contracting, procurement and government law matters. Truc is an avid traveler, foodie, cook and USC fan. In her free time, she is fond of traveling, trying out new restaurants, and spending time with her husband and kids. Check out her Instagram page.

Jayson Chan | Director of Operations
Jayson began his County career in 2004 as a Student Worker with the Superior Courts. He furthered his career at the Department of Auditor-Controller where he specialized in conducting IT audits across numerous County departments. He is currently with the Executive Office of the Board of Supervisors under the Office of Inspector General. In his free time, he enjoys traveling, experiencing new foods, listening to music, relaxing outdoors, and learning new things.

Jodi Chen | Public Information Officer
Jodi brings 30+ years of professional experience, with over 13 years in LA County. Not a stranger to the county, she has served in various departments, including CSSD, DCFS, Fire, BOS and ISD. Prior to coming to the county, she is also an award-winning graphic designer. She is now a Management Secretary for the Registrar Recorder/County Clerk.
As a Southern California native, Jodi immigrated from Taiwan with her family when as a young child. She is an adventurous foodie, enjoys trying out dishes from different cultures, and hopes to travel more after the pandemic. She is passionate about pursuing leadership excellence and all things related to diversity, equity, and inclusion across racial and gender lines as well as advocating for those with special needs.

Diane Park | Director of Program and Events
Diane is our Social Events chair. She has been with LA County for five years. Currently, she is a Management Fellow with DPSS. Though she hasn’t been able to do so lately, she loves going on food adventures, exploring new bars and restaurants for fun. She also enjoys meeting new people, whether virtually or in-person.

Joanna De La Cuesta | Treasurer
Joanna works as a Senior Accountant-Auditor at the Dept. of Auditor-Controller (A-C), where she leads audits to assess and provide recommendations to strengthen the County's controls and processes. She started with A-C as an Accountant-Auditor and has been working with the department for almost seven years. Before starting her career with the County, Joanna worked as an Accounting Supervisor at various nonprofits and has also worked as a Senior Financial Auditor at a regional CPA firm.
During her personal time, Joanna enjoys staying in touch with friends and family, going to k -pop concerts and stand-up comedy shows, and exploring different cities and theme parks with her husband. Joanna was born in the Philippines and moved to LA at the age of 16. She is excited and looks forward to serving LACAAEA and the AAPI community. -
Sarah Truong | Recording Secretary
Sarah was recently appointed to replace Matt Liang. Matt is taking some time to continue his education studying for a Master’s degree in business. Sarah began her County career as an Intermediate Typist Clerk with the Health Services in 2001. With her ambitious ideas and voice, she promoted within the department and further her career by joining the Office of the County Counsel as an Administrative Assistant II. Sarah’s analytical skills advance while gaining knowledge in contracting. Because of her passion and drive, her accomplishments did not go unnoticed. With this, an opportunity opened for her at the Office of the Assessor as a Management Analyst. Presently, she continues her dedication to public service as an Administrative Services Manager I. With a supporting husband also in the County workforce, they hope to build the American dream of choice and voice for their two delightful daughters.

Winnie Xiao | City Government Liaison
Winnie received her bachelor's degree from USC Marshall School of Business. She currently works as an appraiser at the Assessor’s Office handling business property valuation. She enjoys working closely with the public and helping people navigate through the complex system of property assessments. In addition, Winnie is assisting with LACAAEA's outreach efforts to recruit more AAPI youths to participate in the Youth@Work program. The goal is to ensure Asian Americans have equal access to opportunities offered by the County.
Winnie’s favorite pastime is sitting down with a coffee and reading a good book. She also enjoys traveling, drawing, singing, and playing the piano. -
Nemanja Pavlovic | Communications Chair
Nemanja works for the Assessor Office's Legal Services since 2018. He has earned his LL.B. from the University of Belgrade School of Law and his LL.M. from University of San Francisco School of Law. A member of the New York State Bar, Nemanja is also a Veteran who retired from the US Army as Behavioral Health Non-Commissioned Officer with the penchant for team building, training and process improvement and optimization. Nemanja is an avid marksman, cyclist and chess player. He is married and has two children.

Robert Isozaki | Membership Recruitment
Robert currently works as a Special Assistant in Public Affairs at the Assessor's Office. He started working in the Assessor's Legal Services Section in 2017, first as an Assistant Property Assessment Specialist and then later as a Property Assessment Specialist. Shortly after starting with the County, he joined LACAAEA as a general member. He currently serves as the Membership Recruitment Committee chair. He enjoys running and golfing, and is a big movie buff.

Peter Luong | Scholarship Committee
Peter is this year’s scholarship chair. He is currently a management assistant in DPW and has been part of the Vietnamese youth group for over 15 years. Peter strongly believes in helping and mentoring the youth to be our bright future leaders.

Daniel Yen | Member At Large
Daniel started his professional career working in the residential mortgage sector at a bank. From there, he transitioned into an accounting firm where he specialized in auditing employee benefit plans, labor organizations, and a variety of clients. After a few years, he brought his experience into the Department of Auditor-Controller. He focused on information technology audits for various departments and now works on the County's Annual Comprehensive Financial Report. In his spare time, Daniel enjoys playing sports, discovering new music, and hanging out with family.

Lawrence Liu | Asian Business Association
Lawrence has been with Los Angeles County for over two years working for the Legal Services unit with the Assessor’s office. Prior to his public service work, he was in a private practice focusing on medical practice, family law, estate planning, and served as in-house counsel for a commercial property management company. He was admitted to the State Bar of California in 2005. Lawrence is a first generation Chinese American and is fluent in Mandarin. His hobbies consist of snowboarding, softball, and martial arts.

Bowen Cheng | Web Development
Bowen is a Senior Application Developer at the Internal Services Department (ISD). At ISD, he is part of the cloud development section where they design, develop, operate, and maintain cloud information systems, such as Emergency Response Investigation Service (ERIS), Countywide Homeless Information Portal (CHIP), Project Roomkey Invoicing Application (PRKIA), Fair Chance (FC), and Telework (TW). He is also responsible for the County's homeless initiative system - Financial Reporting System for Homelessness (FRSH) and the County's poverty alleviation initiative screener - Breathe Pre-Qualification. Bowen enjoys computer programming, trying new foods, listening to music, playing video games, and traveling in his free time.

Vinh Truong | Community Supporter
Vinh recently joined LACAAEA as a non-County employee member after hearing about the association’s goal to advocate for the AAPI community. Vinh is a public servant serving as a Councilmember of Duarte’s 2nd District. Vinh also serves as a a board member of the Santa Anita Family YMCA and looks forward to building a solid foundation and stable community for LA County. Professionally, Vinh is the Vice President of Sales/Marketing for Employee Retention Benefits Inc. Vinh’s family migrated from Vietnam and his passions include biking with his five-year-old son, woodworking, golfing, and gardening.

Genie Chough
As Chief Deputy Director for the Los Angeles County Child Support Services Department (CSSD), Genie supports the Director in planning, evaluating and directing all day-to-day operations of the Department. Previously, she served as Administrative Deputy overseeing budget and finance, human resources, contracts/procurement, equity initiatives, emergency management, and facilities.
Genie joins CSSD with over 25 years’ experience at the local, State and federal levels of government on budget and policy issues affecting children and families. Prior to CSSD, Genie served as an advisor to elected officials and policymakers, including Supervisors Sheila Kuehl and Zev Yaroslavsky, First 5 LA, and the Department of Children and Family Services (DCFS).
In 2001, she was appointed by the Governor to serve as Assistant Secretary of the California Health and Human Services Agency and Ex Officio member of the First 5 California Commission. Genie previously worked in the White House as Assistant Director of the Domestic Policy Council, as well as for the Assistant Secretary for Management and Budget of the US Department of Health and Human Services in Washington, DC.
Genie is a native of Los Angeles, and earned a Bachelor of Arts degree from Vassar College and a Masters in Public Policy from the University of California, Berkeley, Goldman School of Public Policy. She lives in Sherman Oaks with her spouse and two teenage daughters.

Vinh Truong
Vinh has been a staunch supporter of LACAAEA after hearing about LACAAEA’s goal to advocate for the AAPI community.
Vinh is a public servant, serving as a Councilmember of City of Duarte’s 2nd District where he held a seat on Duarte’s Economic Development Commission. Vinh also serves as a board member of the Santa Anita Family YMCA and looks forward to building a solid foundation and stable community for LA County. Professionally, Vinh become a licensed life and health agent.
Vinh’s family migrated from Vietnam in the 197s and his passions include biking with his five-year-old son, woodworking, golfing, and gardening.
